The Minister Delegate at the Ministry of External Relations in charge of Relations with the Commonwealth, Dion Ngute and the Special Adviser to the Secretary General of La Francophonie, Jacques Bilodeau have examined the upcoming 16th edition of La Francophonie Summit in Antananarivo in Madagascar.

The meeting between the two men that took place in Yaounde on the 17th of October 2016 also reviewed Cameroon’s relationship with La Francophonie and identified possible areas for partnership.

Chief Dr. Dion Ngute and his guest reportedly shared opinions on security issues faced by member countries of La Francophonie especially the Boko Haram incursions in the Far North Region of Cameroon.

As a consequence of poor leadership and weak diplomacy, built in the CPDM method of governance, Cameroon did not sign the charter on maritime security adopted by the African Union in the Togolese capital, Lomé. Since Biya does not want anyone to feel stronger abroad, Cameroon was represented in the October 15^th forum by two cabinet ministers:  Laurent Esso, Minister of Justice and Mbella Mbella of the Ministry of External Relations.

In Lomé, the two Cameroonian representatives whose country hosted the first summit on maritime security in the Gulf of Guinea in June 2013 did not sign the Lomé agreement. Yet at the Yaoundé meeting in 2013, it was decided that the AU will set up a coordination centre for operations against maritime piracy with head office in Yaounde.

The absence of President Biya who for the past 32 days has been holidaying in Swiss evidently prevented the country from signing the Lomé charter. Nothing has filtered from Yaounde ever since the summit ended in Togo.

The Cameroonian dictator actually travelled out of the nation on September the 16^th 2016 and has ever since been holidaying in the Intercontinental Hotel in Geneva with his family. There has been strong condemnation from the Cameroon Diasporic Community against the 83 year old leader who has spent 34 years in power.

Cameroon Intelligence Report gathered from sources in Swiss that massive demonstrations have compelled the Biya family to check out of the five star hotel like a thief in the night and have relocated to a private castle in Lac Leman neighbourhood in Geneva.  The castle of Route de Lausanne, on the shores of Lac Leman in Geneva, is one of the most expensive in the world.

Common Law Lawyers in Cameroon have started another strike action in the two regions that make up the Anglophone section of the country. The strike which began on Tuesday the 11^th of October 2016 was organized to denounce the lack of the English version of the new text from the Organization for the Harmonization of Business Law in Africa (OHADA).

The striking lawyers are also raising a finger against the implementation of the French legal system including the French penal code on British Southern Cameroons at the expense of civil procedure (Common Law), inherited from colonization, applicable in the English sector of country.

Since the beginning of the strike action, court sessions in British Southern Cameroons have been disturbed and trials have been postponed. Cameroon Intelligence Report gathered that the strike will run for four (4) days.

The localities of Lang, Kevel, Ngemse-bah in Oku are in alter alert following a severe land slide that occurred during the weekend after a heavy down pour. The disaster led to no dead but the sweeping away of farmlands and the destruction of two main bridges that serves the people of the three localities has slowed down economic activities in Prime Minister Philemon Yang’s home constituency.

The Mayor of Oku, Jerome Ngum Njio visited the affected areas and observed that some areas had been earmarked as high risk zone and the local population had earlier been warned not to construct nor cultivate around those areas. The mayor regretted that many Oku inhabitants still stubbornly carryout agricultural activities around the risk zone.

Mayor Jerome Ngum further insisted that inhabitants along the risk zone should relocate and that no cultivation or construction works will be permitted henceforth around the locality. The mayor did not say whether the CPDM government has plans to help the people of Oku to settle elsewhere but revealed that relocation was the first pre-emptive measure to avoid any loss of lives in the future.

A local Cameroonian newspaper has published a list of all CPDM government ministers with dual nationality. The paper confirmed a claim earlier made by international music star, Richard Bona that even though the Biya regime has placed a stone wall on the idea of dual citizenship, the 84 year old dictator still keeps appointing people travelling on passports of other countries in his government.

In the revelation, Cameroon Intelligence Report gathered that three Biya acolytes have American passports namely Henri Eyebe Ayissi, Ernest Ngoua Boubou and Paul Atanga Nji. All the others are French. The report also hinted that Prime Minister Philemon Yang has a Canadian passport.

Movement of vehicles between Bamenda, the regional capital and Wum in Menchum Division has been halted following the collapse of the strategic bridge. Heavy and continues rains is said to have provoked the breakdown of the bridge linking Wum to Bamenda.

The famous Mile 36 Bridge found on the outskirts of Bafut Subdivision, 36miles from Bamenda collapsed on Sunday, the 9^th of October 2016.North West Regional Governor, Adolphe Lele Lafrique on an evaluation visit of the damaged bridge has instructed public works officials to take measures to ensure circulation flows in the fastest time possible. Passengers to and from Wum have to cross the river on foot to get a vehicle on the other side and continue the journey. A slope has been created on the banks of the river to pull vehicles that take the risks to cross.

Menchum division is a victim of the CPDM politics of deception, empty promises, gossip, hatred, backstabbing, enmity and bitterness.  For more than 3 decades, the only outstanding balance sheet of the ruling CPDM party in this old division Menchum has been false hope based on pathological lying. This has come at the expense of socio-economic development and the promise of hope expected of every responsible government.

The division is home to one of the disgraced and shameless supporters of the Biya regime.  During the 2007 twin elections Menchum, the CPDM lost woefully in Menchum division but the CPDM scandalously through sheer fraud, rigged itself to victory, claiming victory of all Councils and parliamentary seats. This massive fraud was perpetrated against the electoral preferences of the long suffering people of Menchum through the wicked machinations of the Menchum CPDM power elite and CPDM administrative lackeys.

The perpetrators of this fraud hoped to gain from their criminal conspiracy. Unfortunately, the five year mandate of the parliamentary and municipal council beneficiaries of the fraud ended without them, the CPDM or its national president Paul Biya realizing a single development project in Menchum or the division gaining in any manner whatsoever from the stolen mandates.

Despite sustained efforts to replicate the 2007 election fraud the CPDM in the 2013 elections prolonged twin elections suffered a major setback with one of the key CPDM key parliamentary candidates Hon Fidelis Muh Ziah losing to an opposition SDF candidate in the Menchum North constituency. Through some kind of hard work, the CPDM managed to maintain its stranglehold on one parliamentary seat in the Menchum South constituency and two council areas.

Every election circle over these 30 fruitless years, the Menchum CPDM power elite has always speculated that one of them would be appointed a minister.  This election is no different. The Menchum CPDM militants are once more speculating that an indigene Mr Akwa PATRICK Kumbong who ever since 2004  occupied the position of Secretary General at the Ministry of Environment, Nature Protection and Sustainable Development,will be appointed a minister and if appointed he will bring  enormous benefits to  the division. The CPDM is once more calling on the population to vote for the party even though rigging and fraud have always been the hallmarks of their supposed electoral victory in this CPDM most abused, used and disgraced division.

It is alleged within Menchum CPDM circles, justifying the non-appointment of one of them as a Minister, that when hints of a potential ministerial appointment from the division mistakenly filters out, some CPDM elites who are specialized in killing the dreams of the division would do all within their utmost best to suppress the Head of State’s appointment of his intended CPDM Menchum appointee Minister.

Among the CPDM catalogue of lies peddled to the gullible population of Menchum is the promise to construct all season roads.   Rather than fulfill this long standing promise, the road from Bamenda to Wum has been neglected making transportation on the road a nightmare for commuters. The Biya´s regime of deception, for more than 34 years has not helped Menchum out in any meaningful way. Rather it liquidated the Wum Area Development Authority, WADA, which was a great employer and a source of life sustenance for many.

Suffering under the bondage of CPDM lies and hopelessness has become a way of life for the people of   Menchum division. With so many unanswered questions lingering the minds of the indigenous Menchum people, they can only turn to God to find answers to their fate. What have the Menchum people done so wrong to the Biya´s regime to have been subjected to this suffering under the weight of his many lies and manipulation? What sin have they committed to be subjected to this neglect and punishment?

Although Paul Biya is primarily to blame for the lying and neglect of Menchum division, the elites of Menchum division must also bear the blame for being complicit in the destruction of the development prospects of the division through the clamor for illusive selfish political positions. Through this evil hide and seek game using blackmail and other unorthodox means to downgrade the others, the diabolic regime of Biya benefits through relying on divide tactics and lies to exploit and humiliate the Menchum People.

Everything about Menchum, from roads, hospitals, schools, offices, is either achievable or comatose. The population of Menchum is in a state of great anxiety waiting to explode in anger which when it comes will be uncontrolled.  The uprising young politicians like Hon Wallang Richard, Akwa Patrick, and Mayor Deghambong Anthony among others are hated by those who see them as favoured by the divide and rule unpredictable chameleon kingpin Biya Regime. The time to remind Mr Dictator Paul Biya and his regime, that what  Menchum  needs is  development that benefits a majority of its illustrious population and not his peddlers of lies and stooges whose sole interest is to exploit their own people for illusory positions or personal gain.

Abouem à Boull Serge Julien, 45, a Treasury Inspector and President of the Cameroon Volleyball Federation, is in trouble with the law. He appeared before the Yaounde-based Special Criminal Court, SCC, on Friday, October 7, 2016, on charges of embezzling 106 Million FCFA in 2014. He pleaded not guilty to the charges before a trial team led by Mr. Justice Nyoh Matthias.

According to the Committal Order, the offence was committed in 2014 when the female and male national volleyball teams were to participate in world championships in Italy and Poland. Fearing that delays in disbursement of public funds might hamper Cameroon’s participation in the tournaments, Abouem à Boull Serge Julien sought and got the consent of the Ministry of Sports and Physical Education, MINSEP, for a pre-financing deal with a partner.

Subsequently, the agreement was signed with Emergence Group on August 12, 2014 to enable the two teams prepare and then participate in the tournaments. Eric Wiydorla Binfon and Mpenekoul Yves-Vincent were designated on August 29, 2014, to manage the accounts by the Ministry of Finance, MINFI, with the consent of MINSEP. Emergence later wired 178 Million FCFA into Fecavolley’s account for pretournament preparations – beginning with 118 Million FCFA on August 28, 2014, to the Male Volleyball National Team, and 60 Million FCFA on October 3, 2014, to the Female Volleyball National Team.

The 178 Million FCFA was to be reimbursed to Emergence by the Volleyball Federation upon the payment of the State subvention, it was agreed. Though Abouem on December 12, 2014, informed MINSEP that he paid back Emergence’s debt, some discrepancies were later discovered in the management of the funds. Thus, the accused was charged with embezzling 106 Million FCFA, punishable under Articles 74 and 184 of the Penal Code. The matter was adjourned to October 31, 2016, for the defence to submit the list of its witnesses.

A consortium of Cameroonian democratic forces in the diaspora has given President Biya an ultimatum to quit the Intercontinental Hotel in Geneva before midnight today the 7^th of October or face severe consequences. A statement made public by the London chapter of the movement noted that Biya has 48 hours beginning today to leave Geneva and return to Cameroon.

In the press release, the leaders wondered aloud that they were at a loss to see that Mr Biya returned to Switzerland in his lavish suite at the Intercontinental Hotel, where he is with his whole family ever since he left the UN general assembly meeting.

The group decried the fact that while all the other leaders from around the world went home to care for their respective countries, Paul Biya instead headed to his cosy Intercontinental hotel from where he has been appointing and dismissing top government officials.

The diaspora movement also revealed that since the beginning of 2016, Paul Biya has stayed at least 3 times in Geneva reported to the Cameroonian people as “short private stay” which ends up being long, expensive and unnecessary.  The communique also stated that Paul Biya is president of Cameroon and not of Switzerland, and as such, he must direct Cameroon from Unity Palace in Yaounde, not the Intercontinental hotel in Geneva.

Cameroon Intelligence Report understands the fortune squandered for his pleasures in Geneva and his monarchical lifestyle are not compatible with the state of despair in the Cameroonian nation. The signatories of the document also made it clear that If President Biya so much love Switzerland at the expense of Cameroon, he must assert his rights to retire and settle there. Massive demonstrations in front of the hotel have been planned and a law firm in Swiss has been contacted to evict President Biya soonest from the Intercontinental Hotel in Geneva.

18,364,546,702 FCFA is the sum that the former general manager of the Cameroon State Radio and Television, Gervais Mendo Ze has been accused of embezzling during his time as head of the corporation from 1988 to 2005. This was revealed by the public prosecutor during a submission at the Special Criminal Court on Thursday.

The presentation of the Attorney General was well implacable, precise and circumscribed and related to the alleged misappropriation of audio-visual royalties. The Attorney General has now referred Gervais Mendo Ze and his gang to the panel of judges to be tried for embezzlement and coercion of misappropriation of public funds amounting to 18,364,546,702 FCFA.

It is vital to include in this report that a 1981 order had created a tax called ‘audiovisual contribution’ known popularly as TV license and abbreviated in Cameroon as ‘RAD’. Correspondingly, a CRTV-RAD account was opened at the general treasury in Yaounde. One of Mendo Ze’s co-accused was responsible for collecting the TV license payments from all regional financial districts.

By some strange happenstance, a protocol agreement was signed between the Tax Director and the General Manager of CRTV and payments now had to be made through an account opened for this purpose in a local bank with a 10% increment.

Cameroon Intelligence Report gathered that the prosecution has established beyond reasonable doubts that the 10% sampling protocol agreement was illegal and was never provided for by the ordinance or any organic text. The fictional swelling of the TV License payments enabled Mendo Ze and others to provide bonuses and other undue benefits to their criminal gang at CRTV.

The matter has been set for November 1, 2016 for observations of the civil party and possibly the option of the accused defense reasons. Former Minister Delegate to the Minister of Communication, Mendo Ze was arrested and remanded in custody at the Yaounde Central Prison since November 12, 2014.
